Project Plans


Current status

The Environment Agency awarded Wheelabrator Kemsley an Environmental Permit in 2011 and the facility was granted planning permission by Kent County Council in March 2012.

Full construction work on the facility started in August 2016.

Site location

Wheelabrator Kemsley will be located on land to the north east of the existing paper mill complex, behind existing buildings (when viewed from the south and west) and adjacent to the current fuel and waste product power plants.

The development is within the existing boundaries of Kemsley Mill and the site was previously used for coal storage or other development.

Traffic and transport

Kemsley has excellent road links, being within easy reach of the M2 and the M20.

Waste will be transported to Wheelabrator Kemsley in sealed bulk transporters and refuse collection vehicles from the communities where it has been generated. Access will be via the Northern entrance to the site.
